New Cardano Constitution (Test Proposal)

Abstract

This Governance Action proposes a new Constitution on the Cardano Preprod network solely for testing governance processes and infrastructure. The purpose of this proposal is to validate the end-to-end workflow associated with Constitution-related Governance Actions, including submission, discussion, voting, ratification, and enactment. This proposal is not intended to introduce any meaningful constitutional changes to Cardano Mainnet governance.

Cardano governance relies on robust and well-tested processes. Preprod provides a safe environment for community members, DReps, SPOs, Constitutional Committee members, governance tooling providers, and developers to gain practical experience with governance mechanisms before they are used in production environments.

Submitting a test Constitution Governance Action allows participants to verify that governance infrastructure behaves as expected and helps identify potential issues in tooling, documentation, operational procedures, and user experience.

The primary objective of this proposal is governance infrastructure testing and education. No constitutional, legal, operational, or governance changes are being requested for the Cardano Mainnet ecosystem.

By utilizing the “New Constitution” Governance Action type on Preprod, the community can exercise and validate one of the most significant governance workflows available under the Cardano governance framework. This helps improve confidence in governance readiness, encourages community participation, and provides valuable feedback for ecosystem tooling and governance processes.

Voters should evaluate this proposal as a test and validation exercise rather than as a proposal intended to alter Cardano’s governance principles or constitutional framework.
