Motion of No Confidence (Test Proposal)

The Cardano governance framework includes several Governance Action types that should be tested in realistic conditions before being relied upon in production environments. The Motion of No Confidence process is one of the most important governance mechanisms and should be exercised periodically on test networks to ensure that governance infrastructure, tooling, documentation, and operational procedures function as intended.

This proposal provides an opportunity for community members, DReps, SPOs, Constitutional Committee members, and governance tooling providers to gain practical experience with this governance workflow in a safe testing environment.

The sole purpose of this proposal is governance process validation and educational testing on Preprod.

This proposal does not represent actual concerns regarding the performance, legitimacy, composition, or conduct of the current Constitutional Committee, DReps, SPOs, Intersect, or any governance participant. No governance, constitutional, organizational, or political change is being sought.

By utilizing the Motion of No Confidence Governance Action type in a controlled testing environment, the community can verify governance readiness, improve operational understanding, and identify potential issues before similar processes may be required in real governance situations.

Voters should evaluate this proposal strictly as a governance infrastructure test and not as a statement regarding any existing Cardano governance body or governance participant.
