Recognize the preprod faucet as critical governance infrastructure

Abstract
This Info Action asks the Cardano community to formally recognize the preprod faucet as critical governance infrastructure. Every governance action, every DRep registration and every late night vote on a testnet started with someone asking the faucet for test ada. It never complained. It is time we said thank you, on-chain. Nothing is withdrawn and nothing changes in the protocol. This is a sentiment signal only.
Motivation & rationale
The faucet has been quietly carrying Cardano governance for years:
- It funded the deposits of hundreds of test governance actions, most of which were titled "test", "test 2" and "test final real".
- It never asked for a rationale, not even a CIP-100 one.
- It has a better uptime record than most of us before our first coffee.
- Without it, half the test threads on DRepTalk would never have existed, and the other half would have been about why the faucet was down.
Despite this, the faucet has no DRep, no delegators and no badge. It cannot vote on its own recognition, which we consider deeply unfair but also the whole point of this action.
Recognizing the faucet costs nothing, harms no one, and gives every DRep a rare chance to vote Yes on something without writing a 3,000 word rationale.
A Yes vote means you agree that testnet infrastructure deserves appreciation, even when it only hands out ada that is worth exactly nothing, and you commit to saying "thanks, faucet" at least once the next time it tops up your wallet.
A No vote means you believe the faucet should earn recognition like everyone else, by registering as a DRep and campaigning, and you are prepared to explain this position to the faucet directly.
